Nick Hainke 71588f0d76 dnsmasq: add VRF support
Run a dnsmasq instance in a VRF, using the procd 'vrf' parameter:

  config dnsmasq
	option vrf '<dev>'

At boot the interface options are left out, so an instance in a VRF
would collide with the other instances, and the VRF device may not
exist yet. Don't start it at boot, the interface triggers start it
once its interfaces are up.

So far only the interfaces of the dhcp and relay sections have a
trigger. Add one for the interfaces of an instance in a VRF as well,
and start an instance without interfaces when any interface comes up.
