strongswan: fix ipsec globals section type

When the 'ipsec' section type was migrated to 'globals', the section
type was overlooked in '/etc/config/ipsec' and in the
config_foreach call in 'swanctl.init'. Both still referred to the old
'type', so the globals section was not picked up.

Fixes: e5c5a23a8 ("strongswan: do not use config_foreach named section globals")
