Nick Hainke 93ff4cc743 collectd: add plugin to compare ipv4,ipv6 stats 
Add "ipstatistics"-plugin. This plugin parses "/proc/net/netstat" and
"/proc/net/snmp6" to get the overall ipv4 and ipv6 usage.
