Josef Schlehofer 07b04f9d9f syslog-ng: update to version 4.3.1 ...

Makefile changes:
- Since version 4.3.0, there is required to use pcre2 instead of pcre

- Disable c++ support by default to avoid picking libstdcpp dependency
