Jeffery To 8659757df8 python-cryptography: Update to 2.9, remove setup patch 
Since cffi is installed by HOST_PYTHON3_PACKAGE_BUILD_DEPENDS, it
shouldn't be necessary to clear setup_requirements anymore.
