Julius Bairaktaris ee3b97396c Revert "qualcommax: pcs-qca-uniphy: report a USXGMII speed only once the link is up"
This reverts commit 8939d5654a ("qualcommax: pcs-qca-uniphy: report a
USXGMII speed only once the link is up").

The link bit of the USXGMII code word is not a validity gate for the
rest of the word. An AQR113C behind this XPCS leaves the bit clear while
autonegotiation completes and the speed field tracks the copper rate,
which is why dd78f34eba ("qualcommax: pcs-qca-uniphy: take the USXGMII
link from the receiver") took the link out of it.

Gating on the bit again leaves the 10G ports without carrier even though
the receiver reports link up and the code word carries the resolved rate.

Reported on a QNAP QHora-301w and a Zyxel NBG7815.
