Rename all functions defined in l2.c and declared in l2.h to use otto_l2_ for generic helpers and otto_l2_<family>_ for device-specific helpers. Remove redundant l2 components from the remaining function name. Update all references throughout the driver, including the rtl930x_hash prototype in rtl-otto.h and the debugfs DEFINE_SHOW_ATTRIBUTE base. Use set_port_new_sa_fwd for the RTL930x and RTL931x mode setters to distinguish them from the port_new_sa_fwd register-address helpers. This is a naming-only change; function signatures and logic are preserved.
